The Southern African Development Community (SADC) was formed in 1995 toward a way to enhance the standard and the quality of life of the people and to make the maximum use of the resources of its member nations.

One of the main item they took up was for a start of the way for phasing out of a minimum of 85% of all tariffs and trying to doing away of all tariffs by 2012.
