The Indian Ocean Commission was set up by the following countries in 1997 .

Bangladesh
India
Indonesia
Iran
Kenya
Madagascar.
Malaysia
Mauritius
Mozambique
Oman
Seychelles
Singapore
South Africa
Sri Lanka
Tanzania
Thailand
United Arab Emirates
Yemen

When it was first set up they had 10 countries. Seychelles dropped out. It main objective is to set up a regional framework for improving trade relationships among member countries.

Egypt, Japan, China, France, and the United Kingdom are dialogue partners. The Association is working with the Indian Tourism Organisation.
