AFRICAN GROWTH and OPPORTUNITY ACT

The African Growth and Opportunity Act was signed into law on May 18, 2000. President Bush signed the amendment to this law on Aug 6, 2002. What this law did was to change Sec 3108 of the trade act (AGOA) . He then signed more provisions on July 12, 2004.

What this act did was to extend free duty for about 6400 items from Sub-Saharan African countries. It also provides additional denim articles as being in abudant supply to allow lesser developed beneficiary sub Saharan African countries to export certain texticles under AGOA.
The president now can set the list of countries that this act covers. He has added and dropped different countries from time to time. This act will expire on Sep. 30, 2015.

Below is a listing of the countries on the list now. The ones that have the extra preferential apparel rule will have a X after their name. The apparel part will expire on Sep 30, 2012.

A AGOA Implementation committee of the Trade Policy Staff Committee was established to implement AGOA. They are to check on the listing of products eligible for zero tariff and the name of the countries that should be added or dropped off.
